(3) 2012 Olympic Mascots
They have frightened some and enchanted others. They are Wenlock and
Mandeville, mascots of the London Olympic Games.
The one-eyed figures join the large family of mascots that includes the Five Fuwa of Beijing (2008), the bear Misha of Moscow (1980) and many others.
Wenlock is the name of the English village considered by many to be the birthplace of the modern Olympics. People think its local games inspired Baron Pierre de Coubertin, who founded the International Olympic Committee.
The other mascot's name is a reference to the village of Stoke Mandeville, where the Paralympics movement began.

(4) The Torch Went Out
On May 21st,the torch was on the side of David Follett's wheelchair in Devon, when it went out for the first time since arriving in Britain ahead of the Olympics.
A spokesman for LOCOG said: \"The flame went out due to a malfunctioning burner. It is not uncommon for a flame to go out and this can happen for a number of reasons, for example, in extreme winds. \"
This is not the first occasion on which the Olympic flame has been extinguished in recent days. A gust of wind blew out the flame during a ceremony in Olympia, Greece while it was being held by an actress playing a high priestess who was re-enacting a scene from the ancient Olympics.

Greece’s cash-starved banks are expecting an 18 billion euro capital injection from a European Union rescue fund in the coming days, an unnamed banking source told AFP on Tuesday.The funds are part of a 30-billion-euro envelope created to help Greece’s lenders survive the severe writedown on Greek sovereign debt that was a crucial element of the second bailout package for Athens approved in March.As part of that package, Greece last month completed a huge exchange of government debt held by private creditors worth nearly 199 billion euros (US$262-billion). (4)World Bank cuts China's 2012 growth forecast
The World Bank cut its economic growth forecast for China this year to 8.2 percent from 8.4 percent on Wednesday and urged the country to rely on easier fiscal policy that boosts consumption rather than state investment to lift activity.In a biannual East Asia and Pacific economic update, the World Bank said a slowing China will drag growth in emerging East Asia to two-year lows this year, but warned Europe's seething debt crisis could inflict even bigger damage if it worsens.But if governments and central banks act in time to stabilise activity, economies should recover next year.It said countries could further loosen monetary and fiscal policies to foster activity, but noted their room for manoeuvre is constrained by inflation risks that could spike when growth rebounds amid rising public debt now.\"The region's authorities should remain flexible to shift monetary policy gears should growth gain traction and inflationary pressures build up,\" the World Bank said. http://www.chinadaily.com.cn/china/2012-05/23/content_15365556.htm

3. Festival charter flights on both sides
The flight signalled the extension of the cross-Straits charter flight service, which used to be restricted to the Spring Festival. Eva Airways has prepared moon-cakes and other traditional Mid-Autumn Festival refreshments for passengers, said Liu Yingjun, the airline's public relations officer. Eva Airways had scheduled another round-trip charter flight between Taipei and Shanghai on October 8, Liu added.
Together with Eva Airways, 11 other airlines from the mainland and Taiwan will run a total of 24 round-trip charter flights until October 13. The flights will run from Beijing, Shanghai and Guangzhou on the mainland to Taipei and Kaohsiung in
Taiwan Province. The charter services are in line with a landmark agreement reached between Taiwan and the mainland, which also allows similar flights for other traditional Chinese holidays including the Qingming Festival, the Dragon Boat
Festival and the Spring Festival. The two sides exchanged non-stop charter flights for the first time in more than 50 years during the Spring Festival in 2005

In a highly anticipated announcement, Beijing on Tuesday released details of the planned new anti-secession bill during its annual session of parliament. 我们为什么要费神去读书呢?所有的孩子都曾经问过这个问题。英国有1200万成年人存在阅读困难的问题,他们每天也会这样问自己。从约翰内斯·古腾堡普及阅读至今已有500年了,在这样一个技术不断加速发展的世界,人们感觉时间越来越少,能集中注意力的时间也越来越短,为什么还要把宝贵的时间投入到一本好书上呢?

It doesn't matter if books are delivered in print or by smart phone; the main thing is to get lost in reading them. Reading books is vital for human development.
Why should we bother reading a book? All children say this occasionally. Many of the 12 million adults in Britain with reading difficulties repeat it to themselves daily. But for the first time in the 500 years since Johannes Gutenberg democratised reading, in a world of accelerating technology, increasing time poverty and diminishing attention spans, should they invest precious time sinking into a good book?
The discovery that our brains are physically changed by the experience of reading is something many of us will understand instinctively, as we think back to the way an extraordinary book had a transformative effect on the way we viewed the world. This transformation only takes place when we lose ourselves in a book, abandoning the emotional and mental chatter of the real world. That's why studies have found this kind of deep reading makes us more empathetic, or as Nicholas Carr puts it in his essay, The Dreams of Readers, \"more alert to the inner lives of others\".

如果阅读能力显著下降,人类的天性也会发生变化。如果我们将来不再自我反省、不再有创造性的思维,人类势必会消亡。不过技术给我们带来了很多挑战的同时,也为我们提供了多种解决方案:每关闭一扇门,另一扇门就会打开。电子书、智能手机、平板电脑这些设备让你在手中托起整个图书馆,这是一个绝好的机遇。出版商需要利用每一种新兴技术把长期阅读融入到我们的文化中。我们应该把注意力集中在信息本身,而不该为传播载体而烦恼。我们应该忽视平台而专注于内容。
我们也要更好地利用互联网,为读者也包括潜在的读者提供每年值得看的新书信息,让他们重新熟识丰富多彩的传统文学精粹。研究表明,如果我们停止阅读,我们会变得不同:没那么精细、没那么善解人意,没那么有趣。再也没有比这更好的理由来努力保护图书的未来了。
Rationally, we know that reading is the foundation stone of all education, and therefore an essential underpinning of the knowledge economy. So reading is – or should be – an aspect of public policy. But perhaps even more significant is its emotional role as the starting point for individual voyages of personal development and pleasure. Books can open up emotional, imaginative and historical landscapes that equal and extend the corridors of the web. They can help create and reinforce our sense of self.
If reading were to decline significantly, it would change the very nature of our species. If we, in the future, are no longer wired for solitary reflection and creative thought, we will be diminished. However, technology throws up as many solutions as it does challenges: for every door it closes, another opens. So the ability, offered by devices like e-readers, smart phones and tablets, to carry an entire library in your hand is an amazing opportunity. Publishers need to use every new piece of technology to embed long-form reading within our culture. We should concentrate on the message, not agonize over the medium. We should be agnostic on the platform, but evangelical about the content.
We must also get better at harnessing the ability of the internet to inform readers, and potential readers, about all the extraordinary new books that are published every year, and to renew their acquaintance with the best of rich literary tradition. The research shows that if we stop reading, we will be different people: less intricate, less empathetic, less interesting. There can hardly be a better reason for fighting to protect the future of the book.

4月23日对世界文学而言是很有纪念意义的一天。这一天,同样也诞生或死亡了很多著名作家。所以联合国教科文组织选择这一天作为世界读书日、以此唤起世界人民对图书、对作者的尊敬就不难理解了。这一天旨在鼓励人们、尤其是年轻人发现阅读的快乐,并由此向为人类社会及文化发展做出过不可磨灭贡献的作者们致敬。
今年,世界读书日将会在“国际文化亲善年”的主旨下一同开展。

23 April: a symbolic date for world literature for on this date. It was a natural choice for UNESCO's General Conference to pay a world-wide tribute to books and authors on this date, encouraging everyone, and in particular young people, to discover the pleasure of reading and gain a renewed respect for the irreplaceable contributions of those who have furthered the social and cultural progress of humanity.
This year, the World book and Copyright Day will be celebrated in the framework of the International Year for the Rapprochement of Cultures.

为提高公众对阅读的兴趣和促进图书出版,联合国教科文组织2001年在“世界读书日”的框架下发起了“世界图书首都计划”,并宣布西班牙首都马德里为当年的“世界图书首都”。此后每年都有一座城市被联合国教科文组织授予“世界图书首都”的称号。
Book is the carrier of human knowledge and culture, and also is a crystallization of human wisdom. It can breakthrough the limit of time and space, the spread, communication and integration of the knowledge and culture from different ages and regions can be realized. Reading not only is the vital means to gain knowledge and information, but also is the most important way for people to absorb spirit energy. In 1972, United Nations educational, scientific and cultural organization (UNESCO) called on the whole world to “enter reading society”, and required everyone to read, made reading be an indispensable part of people’s daily life.

“这是最好的时代,这是最坏的时代。”(\"It was the best time, it was the worst time.\" )狄更斯《双城记》的经典开篇(classical forewords)迄今(up to now)为世人共鸣(struck a responsive chord in all readers)。昨天是19世纪杰出批判现实主义作家(critical realist writer)狄更斯诞辰200周年。包括英国在内的全球超过50个国家展开了形式多样(various)的纪念活动(commemorative activities),包括正在英国伦敦博物馆举办的名为“狄更斯与伦敦”的展览等。

从9月17日起,纽约爆发了一场名为“占领华尔街”的民众抗议活动,并一直持续至今。。抗议活动的矛头主要指向华尔街“贪婪”、金融系统弊病和政府监管不力,以及高失业率等社会问题。抗议者认为,美国1%最富有的人群掌握着美国社会财富的40%,却没有承担相应的责任。示威者通过和平静坐、示威游行、高举标语和喊口号等方式抗议“华尔街”的贪婪,矛头直指华尔街的金融机构。

二、译前准备之主题知识准备 a、The kyoto protocol
The Kyoto Protocol was adopted in Kyoto, Japan on 11 December 1997 and entered in to force on 16 February 2005. It is a protocol to the United Nation Framework Convention on climate Change
(UNFCCC or FCCC). And this protocol aimed at fighting global warming.
The UNFCCC is an international environmental treaty with the goal of achieving the “stabilization of greenhouse gas concentrations in the atmosphere at a level that would prevent dangerous anthropogenic interference with the climate system.
The main objective is to contain emissions of the main anthropogenic greenhouse gases in ways that reflect underlying national differences in GHG emissions, wealth, and capacity to make the reductions. The ultimate objective of the UNFCCC is the “stabilization of greenhouse gas concentrations in the atmosphere at a level that would prevent dangerous anthropogenic interference with the climate system. The developed countries are principally responsible for the current high levels of GHG emissions in
the atmosphere as a result of more than 150 years of industrial activity; the Protocol places a heavier burden on developed nations under the principle of “common but differentiated responsibilities.” Under this principle the developing country take the duty to emission GHG without legally binding.

b、Canada pulled out of the Kyoto Protocol
The drop of Canada had made a symbolic blow to the troubled global treaty since it is the first country to formally withdraw from Kyoto, which it says is badly flawed because it does not cover all major emitters of greenhouse gasses. The news came as little surprise, especially since the right-of-center conservatives took power in 2006 and made it clear they would not stick to Canada’s Kyoto commitments. They didn’t agree to extend the protocol due to the enormous financial penalties. This announcement will affect the reputation of Canada as an international renegade on the climate. Green group awarded the country their fossil of rhe year award for its performance in Durban. Many environmentalists blasted this items that they think catastrophic climate change will cost them far more than they saved today.

c、Bonn climate talks: EU plays down talk of Kyoto protocol rift
Officials insist agreement can be reached despite row over length of new Kyoto deal EU wants to extend the extension of the Kyoto protocol before it lapses at the end of this year In return for an agreement from all nations that a new binding treaty will be finalized by 2015 and enacted by 2020. The developing country insisting the treaty should continue to be enforced over five-year commitment periods. And the least developed country and the alliance for small island states warned that an eight-year commitment would allow industrialized nations to delay action to curb emissions. US, Japan, Russia, and Canada, have signaled they will not sign up to an extension of Kyoto, while large emerging economies will only sign up to an agreement that does not impose binding emission reduction targets on them.
EU finance ministers had only delivered a vague pledge to “work in a constructive manner towards the identification of a path for scaling up climate finance from 2013 to 2020”. Developing countries are fearful that with industrialized nations facing increasingly severe budget deficits there could be a funding gap for green projects after the current commitment to provide up to $30 billion of \"fast-track\" climate funding lapses in 2013.

Mr. Ban praised America's role in developing innovative technology to reduce greenhouse gas emissions. Speaking Thursday to a group of students at U.N. headquarters, the secretary-general noted that, while Washington has not signed the Kyoto Protocol on climate change, discussions in the Bush administration and in Congress have raised public awareness about global warming. Mr. Ban expressed hope that the United States, the world's largest greenhouse gas emitter, would take the political lead in searching for a successor to the Kyoto treaty which expires in 2012. \"I hope that the United States, while they have taken their role in innovative technologies, as well as promote cleaner energies, will also take lead in these very important and urgent issues which international community must look for beyond the Kyoto Protocol for the common prosperity of the human being in the future.\"
In his speech to the students, Mr. Ban described himself as a child of the Korean War, and recalled his youth in South Korea under the constant threat of a nuclear winter. But he said the environmental threat facing the globe today is just as serious.
